  • You must first enroll in one of Xcel’s qualifying EV charging programs: EV Accelerate at Home, Optimize Your Charge, or Time of Day–Separate Meter.
  • The 240-volt circuit must be wired by a licensed electrician; you then apply in your Xcel My Account.
  • Rebates are paid first come, first served, so funding can run out.

Permits

Electrical work in Minneapolis is inspected by the Minnesota Department of Labor and Industry (DLI), which assigns state inspectors to Minneapolis districts (DLI Minneapolis inspection info). Under the state fee schedule, each permit carries a $25 permit fee and a $1 surcharge, plus inspection fees: $12 for each new circuit up to 200 amps, and a $55 minimum for each on-site inspection trip (Minn. Stat. 326B.37). A service or panel change adds $35 for 0–400 amps. A licensed electrical contractor normally pulls the permit; DLI also publishes a homeowner permit process (DLI permit instructions).

Not yet verified:
  • The exact total state fee for a typical single EV circuit (how many inspection trips it needs) was not confirmed with DLI.
  • Use DLI’s local code lookup for your address to confirm who inspects; suburbs like St. Paul or Bloomington may run their own electrical inspections.
  • Whether Xcel’s rebate funding is still available today was not confirmed beyond the program page.
  • Installer response testing (who replies to quote requests) has not been done yet.
  • Installers report the federal 30C charger tax credit ended for chargers placed in service after June 30, 2026; we have not verified this with the IRS.
